Government has unveiled the modalities through which the population of Northwest and Southwest regions can benefit from the Presidential Plan for Reconstruction and Development (PPRD), which authorities say is demand-driven.


The plan, which was recommended from last year’s Major National dialogue, aims at rebuilding damaged infrastructures, and restoring the livelihoods of people affected by the ongoing Anglophone crisis.


Although PPRD National Coordinator, Paul Tasong, said the plan was to begin by transforming people’s minds, it is yet uncertain how the minds of thousands of refugees and IDPs will be reconstructed and their burnt homes rebuilt amid the raging conflict in the two regions.


According to the plan’s coordinators, people will have to apply to benefit from it and applicants, especially refugees, cannot apply except they return to their areas of displacement.
But the 10-year plan, estimated to cost FCFA 2,500 billion, is seen to be difficult to implement as separatist fighters remain hostile to the plan, and have highjacked some vilages in the regions, including in Lebialem Division, where Minister Paul Tasong hails from.


“The files for each Fondom will be assembled by the Fon, Quarter Head or Traditional Council. The files will be deposited at the Council by this traditional authority against a receipt,” said one of the PPRD facilitators.
The files to be composed are as follows:


File composition for the supply of housing reconstruction kits for houses burnt, vandalized and looted.

  1. An Identification sheet, including required personal and technical information, subject to rejection; this sheet must be signed by the applicant and endorsed by the Village/Quarter Head and two members of the community.
  2. Photocopy of the applicant’s national identity card
  3. A 4×4 photos of the applicant
  4. Pictures of the abode before and after destruction, damage or fire, if applicable
    5.Title deed of the property or any other document showing occupation of the premises, if applicable.
     File composition for support for the acquisition of means of locomotion, that is xars and motor bikes burnt or seized
  5. An Identification sheet including required personal and technical information, subject to rejection, this sheet must be signed by the applicant and endorsed by the Village/Quarter Head and two members of the community.
  6. Photocopy of the applicant’s national identity card
  7. Photocopy of the vehicle’s or motor bike’s registration document
  8. A 4×4 photos of the applicant
  9. Images of the vehicle before and after damage, if any

File composition for individuals who lost documents like Birth Certificates, National Identity Cards, academic certificates, etc

  1. An Identification sheet containing personal and administrative information;
  2. Photocopy of the lost documents where possible
    This file composition applies the same for the following activities:
    • Organization of socio-cultural events
    • Organization of capacity building workshops for conflict prevention
    • Rehabilitation of multipurpose women and youth center
    • Reconstruction of school
    • Reconstruction of health facilities
    • Reconstruction/ Rehabilitation of bridges/ Roads
    • Rehabilitation of community infrastructure
    • Rehabilitation of farms
    • Supply of farming materials and tools
    • Construction of solar ovens for coffee and cocoa
    • Rehabilitation of small businesses
    • Support for the revival of community saving Banks
    • Support to start – ups
