Yaounde: Extended conference opens on budget planning, related performance for 2021-2023

By DOH JAMES SONKEY Jointly organised by the Ministry of Economy, Planning and Regional Development and the Ministry of Finance, the 10 days session to run till August 24, 2020 was co-chaired by Minister Alamine Ousmane Mey and Minister Louis Paul Motaze last August 17, 2020 at the Yaounde Hilton Hotel. Speaking at the opening ceremony attended also by the Chairpersons of the Finance and Budget Committees of the National Assembly and The Senate, Minister Alamine Ousmane Mey said focus on the triennial budget planning will be on the modernisation of Cameroon’s agriculture, boosting of the industrialisation process to promote the creation of jobs etc. He said crisis hit zones such as the North West, South West and Far North regions will be restructured through reconstruction efforts by the government and its partners. SGs and other officials pose with Ministers at opening ceremony In the social domain, the Minister hinted that Cameroon’s health facilities will be improved upon through the upgrading of health equipment and the offering of quality health services to the population. He said governance will not be left out as regional councils promised by the Head of State to speed up Decentralisation will be put in place, adding that there will be the intensification of public finance management cleansing measures. Addressing other members of government, the Minister stressed that; “We ought to do our best with limited resources following the reduction of state budget due to the Corona Virus pandemic.” He explained to Secretaries General of ministries and other officials that; “This meeting does not only mark a new step in the preparation of next year’s State budget, but also the triennial planning of state expenditures for the 2021-2023 period with performance projected by administrations. Cameroon chose result based strategic planning to carryout public policies, determines its costs, choose priorities and include them in the context of Short Term expenditures. We must therefore make good planning in order to have realistic projections.” Key words for the ten days brainstorming are optimization, rationalization, strategic planning and the emergence of Cameroon. By the end of the conference, each administration is expected to come out with its best quality programmes to be implemented from 2021 to 2023.
